| Learning objectives of this course is to provide to the student knowledge about: • the meaning and forms of global and European economy and energy market • The institutional framework of the European (EU energy policy) and the Greek energy market. • the study of change and development of international energy energy environment and globalization. • The forms, methods and tools of international energy transactions. • the development objective knowledge of the global energy economy, as a global system of interconnection between national economies. • the principles of operation of the mechanisms of global and European energy economy and the role of international financial institutions and associations in solving the global energy economy problems. • Trans-European gas transmission networks and oil and EU international cooperation with European and other energy producer countries. • The international multilateral environmental agreements and climate change at the UN (The Framework Convention of the United Nations on Climate Change, the Kyoto Protocol, the UN Conference on Climate Change (UNFCCC). • The new economic foundations of international mechanisms of climate change and global emissions trading market anthropogenic greenhouse gases. • The multilateral, international, and bilateral agreements between the EU and Member States on energy cooperation and environmental protection. • The European energy law and state aid. • the EU Convention on Environmental Impact Assessment in a Transboundary Context. • The contracts for the Protection of the Marine Environment of the North Atlantic, the prevention of marine pollution by dumping of substances from vessels and aircraft. • The agreement on cooperation in combating pollution of the North Sea by oil and other harmful substances. • The Convention (1979) on the protection of wildlife and natural resources, their habitats in Europe. • The competition and the regulation of the European gas market and distribution channels.

1. 1. Globalisation and the European economic integration. The formation of the global and European energy market. 2. The dynamic, the structure and the global and European energy market regulation mechanisms. 3. The main objectives of the common EU energy policy. The European energy policy of the EU by the Treaty of the ECSC to the Treaty of Lisbon. The Treaty on the European Energy Charter. 4. International and European company law: transnational and multinational oil and gas companies. 5. The international and European commercial law oil supply contracts and gas. 6. The international obligation in hydrocarbon exploration and exploitation and protection of investments. 7. The rights and obligations of the coastal State to prevent and control pollution in zones of national jurisdiction, the function of floating platforms offshore oil and gas. 8. The International Energy Law, EEZ and continental shelf. The EU energy law and state aid. The organization and the release of the single European market (oil, gas, electricity etc.). Legal unbundling of networks in the EU. 9. European institutions regulating the internal energy market and trans EU energy networks. Competition rules and freedom of movement. 10. The EU’s energy policy, energy autonomy of the EU and energy saving policies. Prospects for the development of renewable energy sources in EU environmental policy “20-20-20” by 2020. 11. The new economic foundations of international mechanisms of climate change and the international emissions trading market system (anthropogenic greenhouse gas emissions). 12. The external EU energy policy coordination and the main suppliers. The development of international energy prices and the macro-economic impact on the European and global economy. 13.
